Give Animals a Voice
'Asia
for Animal Conference, Singapore 2005' was organised by Animal Concerns
Research & Education Society, Singapore. This conference was sponsored
by Asia Animal foundation, Animal People, Asian Geographic, Best Friends
Animal Society, Extra Trading /
Bright Life Australia, Humane Society International, In Defence of
Animals, North Shore Animal League International, Novote/ Clarke Ovay
Hotel, R.V. Medic World, Singapore Exhibition and Convention Bureau,
Society for Prevention of Cruelty to Animals (SPCA) Singapore,
WE magazine and Wildlife Asia. 220 delegates from UK, USA, Australia, ,
China, Hong Kong, India, Indonesia, Japan, Korea, Bangladesh, Cambodia,
Laos, People's Democratic Republic Malaysia, Mongolia, Taiwan, Thailand,
and Vietnam participated in the conference. The conference was a useful
platform for sharing of ideas and solutions to end exploitation of
animals all over the world and especially in Asia. The emphasis of this
year's conference was upon consolidating experiences in the region with
an eye to developing new strategies and facilitating change.
The conference focused on the importance of animal welfare movement
which has become even more vital in today's world in which the
exploitation of animals has become a global industry. The conference
also deliberated upon the fact that over the past few years there have
been many important developments in the field of animal welfare.
Presentations were made on Disaster Relief and Recovery, Media and
Communication Strategies for NGOs, Stray Animal Management, Tackling the
Wildlife Trade, Form Animal Welfare, Zoo Checkwork in Asia Rescue Centre
Operations, Role of Govt. agencies in Animal Protection. Further
workshops were also organised on Media & Communication strategies for
NGO's running Edu. Trap Neuter Program, Fundraising, Lab animals
Campaign Strategies, Speed Spaying. President, JAWS, Dr. A.K. Jha, on
his part, presented a C.D. on merciless killing of stray dogs by M/s
Tata Steel Ltd. and also a film on slaughter of animals in different
areas in and around Jamshedpur to the Co-ordinator of the conference.
Dr. Jha also visited a few animal welfare groups in Malaysia. The
organisations WSPA & Friends of Animal have given assurance to Dr. Jha
for help to JAWS in future venture.

HELPING DESTITUTE ANIMALS IN
DISTRESS

On
08.07.2005 at about 10 A.M. Natraj Bus Service dashed against a calf
near Slag Pickers' Society office, Sakchi. As a result the calf
sustained leg injury hampering its movements. Md. Imam Peskar of
Consumer Court informed JAWS about it. With the help of one Abu Mannan,
Kartik Tigga and Md. Kalam, the calf was loaded on to the veterinary
ambulance of JAWS. After First Aid the calf was taken to Sri Tatanagar
Goushala, Karandih for further treatment. There the people contributed
Rs.50 for continuing the good work.

On
17.08.2005 at about 7 p.m. JAWS got a phone call from an animal lover,
Sri Vijay Kumar of Tata Motors colony that a cow had met with an
accident near Golmuri Petrol Pump. Mr. Vijay Kumar who was going home
with his wife and a child, sent them home by an auto-rickshaw and
himself waited at the petrol pump till the help came. Residents of the
Golmuri area Anil Kumar, Raja, Pintu and others helped the cow inside
the veterinary ambulance and donated Rs.200 to JAWS to carry out this
noble work.

On
22.08.2005 at 5 p.m. JAWS got information that a calf is injured near
M/s Manish Medical at Main Road, Bistupur. With the help of Rupesh Kumar
Singh and Sushil Kumar Singh, the calf was carried to Sri Tatanagar
Goushala for safe recovery from injuries sustained. Seeing this good
work Rupesh Kumar joined JAWS as its life member.

JAWS got
information about an injured foal which was moving in the Sakchi
Workers/ Supervisory Flat area. At about 7 p.m. we reached the place
along with a veterinary doctor, Dr. S. Prasad and traced the foal. Dr.
S. Prasad treated the foal for its injury and gave the responsibility of
administering further doses to the animal to one Mr. Sharma who resides
in the area. Now, the foal is moving around in the locality happily.
This has been possible due to the help given by the residents and
especially children of the area who helped in locating the animal.

On
30.05.2005 at about 4 p.m. a small monkey was found injured by dogs in
the small jungle next to Loyola Staff Flats. One Mrs. Sharda and her
husband caught the distressed monkey and brought it to the office of
JAWS where the monkey was given first aid. Later the monkey was handed
back to the couple for further upkeep till it got fully cured.
- One of our members,
Sri Raghunandan, removed a wooden log from the neck of a calf which
had got stuck there due to reasons unknown.
- One of our members
took Dr. S. Prasad, a veterinary doctor, inside the M/s Tata Steel
factory premises to treat an injured and a sick dog.

Advocate,
Sri R.K. Das, treated a small dog at Sonari like a veterinary doctor.
The JAWS appreciates his capability and willingness to carry out such a
venture in the night at 11 p.m.
- Few more animals were
helped for minor injuries and sufferings as well.

AWARENESS CAMP
JAWS in
association with Gram Vikas Kendra, Tata Motors, and Ministry of Forest
and Environment organized an environmental awareness camp at Tudi &
Deoghar villages near Jamshedpur. The Seminar was attended by a large
number of women and children of adjoining areas as well. Ms. Dipantari
Sardar of Tudi village and Mr. A. Tambolia of Deoghar village managed
the entire show. The participants were provided with vital tips on
management of domestic wastes and garbage and how to make compost manure
out of them. The participants of Tudi village asked a number of
questions to JAWS Resource Person, Shri R. E. Choudhary 'Raman' on these
subjects and requested JAWS to do this sort of programme from time to
time and make the villagers more and more aware in improving their
living standard. The villagers were also advised to protect environment
and animals, segregate waste, to stop usage of polythene bags and
restricting use of chemical fertilisers. |

CANINE KILLER
A recent survey of East
Singhbhum on animals reveals that there are only 8,000 dogs in the
district. JAWS had already predicted that stray dog population is below
10 thousand which appears to be true. M/s Tata Steel, Tata Motors and
other industrial houses have been providing incorrect information to the
district administration, which will serve their cause of killing stray
dogs. Request of JAWS to get allotment of a piece of land for
constricting Animal Shelter-cum-Hospital has fallen on deaf ears despite
letters having been written to the Dy. Commissioner (East Singhbhum) by
Dy. Secretary, Ministry of Social Justice & Empowerment and Chairman,
Animal Welfare Board of India and order by Justice, M.Y. Eqbal of
Jharkhand High Court, Ranchi. JAWS has now filed Contempt of Court case
against Dy. Commissioner (East Singhbhum) on the issue. We feel ashamed
that we are living in a city where Jamsetji Tata had a dream for human
beings and not for mute citizens. We also feel ashamed that till date we
did not have a single Dy. Commissioner who has shown concern for these
voiceless denizens of the society. But Tata Steel comes with a proposal
of killing stray dogs without going through the animal law of India.
These Commissioner are of flint heart and do certain things due to
vested interest. The Dog Population Control Rule 2001 passed by the
parliament has provided safeguard to these stray dogs from being killed
by people who have no love for animals. A few important points of Dog
Population Control Rule 2001 are as follows:

Sick and
rabies dogs to be kept in dog pond and it is the responsibility of
District Administration to provide dog pond.

Every
District is bound to allot a piece of land for animal welfare work.

Commissioner
will form a committee as per the direction of the rule and Animal
Welfare Organisation(AWO) will be a permanent member of the society.
-
Notified
area has to provide necessary facilities to capture the dog for
sterilisation for rabies control and release them after doing this
operation hand them over to AWO after sterilisation.
District
Administration is sleeping on this issue since last 10 years of
existence of JAWS. Tata Steel management has also now sat on the file,
even though it had first assured the Society to extend help by giving a
piece of land. As a result Society is unable to do anything in this
regard despite having the willingness to do it.
JAWS is the only organization in Jamshedpur which is working for the
welfare of stray and distressed animals since 1995 but due to lack of
land for shelter and a hospital the Society is unable to do more than
this, except helping them in hours of need.
